Судя по VendorID и ProductID, у Вас не Рутокен, а похоже токен от компании Bifit.
Рутокен имеет VendorID - 0a89

ubuntu 16.04 64x , среда Mate
Установил все драйверы,
трижды всё сделал по инструкции - все равно Pcsc_scan не видит устройство.

5. Нажмите комбинацию клавиш [Ctrl]+[C] .

Остановите работу утилиты:

Если у вас нет доступа к команде sudo, то используйте команду su.
2. Запустите pcscd вручную в отладочном режиме и осуществите поиск строки "Rutoken":
$ sudo /usr/sbin/pcscd -afddddd | grep Rutoken

отобразилась пустая строка, программа зависла

Откройте в библиотеке libccid конфигурационный файл Info.plist и проверьте наличие в нем записей об
устройстве.
Для открытия конфигурационного файла Info.plist введите команду:
$ sudo nano /usr/lib/pcsc/drivers/ifd-ccid.bundle/Contents/Info.plist

Судя по pcscd, Вы используете Rutoken S. Для корректной работы такого проброса, Вам необходимо установить драйвер для Рутокен S, как на linux, так и на Windows 7.

Грешил на openct, но у меня он вообще не установлен:

Это означает, что программа ждёт, подключения Рутокен к компьютеру.

Давайте разбираться поэтапно:
1. Подключен ли Рутокен?
2. Что выводит команда lsusb? Пришлите вывод.
3. Дистрибутив Linux Mint какой версии?
4. Пакет libccid какой версии?

Вы нарушаете алгоритм.
Перед запуском команды sudo pcsc_scan у вас должна быть запущена служба pcscd, а уже после удачного вывода команды sudo pcsc_scan, должны остановить службу pcscd и после проверить её отладочный лог!

по этой инструкции и делал.
Затычка именно на pcsc_scan - не видит устройство "Waiting for the first reader..." висит бесконечно долго.
